กรมการกงสุล เปิดตัวระบบขอวีซ่าออนไลน์ (Thai e-Visa) ระยะแรกของไทยอย่างเป็นทางการ ประเดิมจีนเป็นชาติแรกในโลก พร้อมให้บริการที่กรุงปักกิ่ง 15 กุมภาพันธ์ และขยายไปยังเมืองอื่น ๆ ในจีนต้นเดือนมีนาคมนี้
นายชาตรี อรรจนานันท์ อธิบดีกรมการกงสุล กระทรวงการต่างประเทศ เปิดเผยว่า กระทรวงการต่างประเทศมีความมุ่งมั่นที่จะอำนวยความสะดวกแก่ชาวต่างชาติที่ต้องการเดินทางมาประเทศไทย จึงได้พัฒนาระบบตรวจลงตราอิเล็กทรอนิกส์ (Thai e-Visa) ระยะแรกของไทย จะเริ่มใช้เป็นครั้งแรกในโลกที่กรุงปักกิ่ง ประเทศจีน วันที่ 15 กุมภาพันธ์ และขยายไปยังเมืองอื่น ๆ ในจีน วันที่ 1 มีนาคม 2562 ซึ่งจะช่วยให้ชาวจีนที่เดินทางมาท่องเที่ยวในไทยสามารถขอวีซ่าออนไลน์ได้ด้วยตัวเอง สะดวก รวดเร็ว สามารถยื่นคำร้องได้ทุกที่ ทุกเวลา
ขั้นตอนการยื่นขอรับการตรวจลงตรา มี 3 ขั้นตอน ได้แก่ 1) ลงทะเบียนกรอกแบบฟอร์ม และทำการนัดหมายผ่านเว็บไซต์ www.thaievisa.go.th 2) ชำระค่าธรรมเนียมผ่านระบบ E-Payment ที่ปลอดภัยและหลากหลายช่องทาง โดยสามารถยื่นคำร้องได้ทุกที่ ทุกเวลา และ 3) นำหนังสือเดินทางไปยื่นที่สถานทูตหรือสถานกงสุล ตามวันและเวลาที่นัดหมายในขั้นตอนที่ 1 เพื่อให้เจ้าหน้าที่พิจารณาอนุมัติและติดแผ่นปะตรวจลงตราลงบนเล่มหนังสือเดินทาง
นายพิริยะ เข็มพล เอกอัครราชทูตไทยประจำสาธารณรัฐประชาชนจีน เปิดเผยว่า ปี 2561 ที่ผ่านมา นับได้ว่าเป็นปีสำคัญด้านการท่องเที่ยวไทยและความสัมพันธ์ด้านการท่องเที่ยวระหว่างไทยกับจีน ในจำนวนนักท่องเที่ยวต่างชาติที่เดินทางเข้าประเทศไทยในปีที่ผ่านมากว่า 37 ล้านคน เป็นนักท่องเที่ยวจีนราว 10.5 ล้านคน หรือมีสัดส่วนประมาณ 1 ใน 3 ของนักท่องเที่ยวต่างชาติทั้งหมด ในจำนวนดังกล่าว เป็นการขอรับการตรวจลงตราจากสถานทูตและสถานกงสุลใหญ่ไทยในจีนทั้ง 10 แห่งกว่า 5.9 ล้านราย หรือเกือบร้อยละ 60 ของจำนวนการตรวจลงตราให้กับนักท่องเที่ยวจีนทั้งหมด ดังนั้น การดำเนินโครงการ Thai e-Visa ในช่วงเวลานี้ จึงถือได้ว่าเป็นการดำเนินการที่ “ถูกที่ ถูกเวลา” ในการอำนวยความสะดวกให้แก่ประชาชนจีนที่จะเดินทางเข้าประเทศไทย และมีความยินดีที่กรมการกงสุลเลือกกรุงปักกิ่งเป็นสถานที่เปิดตัวโครงการ Thai e-Visa ในประเทศจีน
อีกทั้งการนำเทคโนโลยีมาประยุกต์ใช้ในระบบดังกล่าวถือเป็นการดำเนินตามวิสัยทัศน์ของประเทศไทยตามแผนยุทธศาสตร์ชาติ 20 ปี (พ.ศ. 2561 – 2580) กล่าวคือการพัฒนาให้ประเทศไทยมีความมั่นคง มั่งคั่ง และยั่งยืน การสร้างความประทับใจในการให้บริการผ่านระบบ Thai e-Visa จะทำให้นักท่องเที่ยวเกิดความรู้สึกที่ดีต่อการต้อนรับที่อบอุ่นของคนไทย และอยากเดินทางท่องเที่ยวเมืองไทยอีกหลาย ๆ ครั้ง ทำให้การท่องเที่ยวไทยเติบโตอย่างยั่งยืนด้วยระบบที่มีมาตรฐานสากลเพื่อรองรับการให้บริการแห่งอนาคต ซึ่งเป็นสิ่งที่สอดคล้องกับแนวโน้มของโลกด้วย
นายพิพิธ เอนกนิธิ กรรมการผู้จัดการ ธนาคารกสิกรไทย เปิดเผยว่า ธนาคารกสิกรไทยมีความยินดีที่ได้รับโอกาสในการร่วมเป็นส่วนหนึ่งของการพัฒนาโครงการ Thai e-Visa ในการอำนวยความสะดวกให้แก่นักท่องเที่ยว โดยเข้ามาสนับสนุนระบบการชำระค่าธรรมเนียมอิเล็กทรอนิกส์ให้สามารถรองรับธุรกรรมข้ามประเทศได้กว่า 126 สกุลเงินทั่วโลกผ่านหลายช่องทาง ทั้งบัตรเครดิต QR Code และ Internet Banking เริ่มต้นที่ประเทศจีนเป็นแห่งแรก โดยรองรับการชำระเงินด้วย QR Code ผ่านแพลตฟอร์มต่าง ๆ อาทิ Alipay WeChatPay และ UnionPay เพื่อตอบสนองไลฟ์สไตล์ของนักท่องเที่ยวชาวจีนซึ่งเป็นกลุ่มใหญ่ที่สุดคิดเป็น 28% ของนักท่องเที่ยวทั้งหมดที่เดินทางมาไทย ซึ่งส่วนใหญ่มีการใช้จ่ายสูงสุด 65,000 บาทต่อคน เนื่องมาจากประเทศจีนเองมีขยายตัวของชนชั้นกลางเพิ่มขึ้นอย่างรวดเร็ว ซึ่งคาดการณ์ว่าจะมีจำนวนชนชั้นกลางสูงถึงกว่า 400 ล้านคนในปี 2561 และเป็นนักท่องเที่ยวยุคดิจิทัลที่คุ้นเคยกับการใช้เทคโนโลยีในการหาข้อมูลท่องเที่ยว และชำระเงินผ่านช่องทางอิเล็กทรอนิกส์เป็นหลัก เห็นได้จากจำนวนประชากรจีนที่ใช้อินเทอร์เน็ตผ่านโทรศัพท์มือถือมีสัดส่วนสูงถึง 97% ของประชากรที่ใช้อินเทอร์เน็ต
นายชาตรี กล่าวเสริมว่าในอนาคตไทยจะนำระบบตรวจลงตราอิเล็กทรอนิกส์เต็มรูปแบบที่ไม่ต้องติดแผ่นปะตรวจลงตราลงบนเล่มหนังสือเดินทางมาใช้ โดยจะเป็นการแจ้งผลตรวจลงตราทางอีเมลแทน ช่วยอำนวยความสะดวกให้ชาวจีนเดินทางท่องเที่ยวในไทยได้ง่ายขึ้น ทำให้เกิดการแลกเปลี่ยนการเดินทางของคนทั้งสองประเทศและนำไปสู่ความสัมพันธ์ที่แน่นแฟ้นระหว่างไทยจีนมากยิ่งขึ้น

Chinese tourists can apply for their visa online via Thai e-Visa by mid-February
The Department of Consular Affairs will officially launch the Thai e-Visa, first phase, in Beijing on February 15. China will be the first country in the world to have this service, which will be extended to other Chinese cities in early March.
According to Mr. Chatri Archjananun, Director-General of the Department of Consular Affairs, Ministry of Foreign Affairs, the Thai e-Visa was developed to provide greater convenience to foreign nationals wishing to visit Thailand. After its rollout in Beijing on February 15, the service is scheduled to open in other mainland cities on March 1. The service will provide greater convenience and speed for Chinese tourists in applying for visa anywhere anytime.
There are three steps involved in visa application online: 1) Register by filling out an application form and make an appointment via www.thaievisa.go.th; 2) Pay fee via e-Payment system which is secure and accessible anytime anywhere via several channels; and 3) Submit your passport for approval and affixing of the visa sticker at an embassy or consulate per the appointed date, time and place per step 1.
Mr. Piriya Khempon, Thai Ambassador to China, revealed that 2018 was crucial for Thai tourism, especially the Chinese-Thai bilateral tourism relationship. International tourist arrivals last year exceeded 37 million, and around 10.5 million or one-third of the total came from China. Of the total number of Chinese travellers applying for visas last year, almost 60 percent, or more than 5.9 million people, applied for a visa at one of the 10 Thai embassies and consulates in China. The launch of the Thai e-Visa is therefore timely and convenient, and will facilitate the great number of Chinese who want to visit Thailand. It is our pleasure that the Department of Consular Affairs has chosen Beijing to be the site of the service debut.
“The use of technology in such a system is in conformity with the visions of Thailand’s 20-year national strategic plan (2018-2037) on “stability, prosperity and sustainability”. The most satisfying experience international tourists get from the Thai e-Visa service will likely make them feel warmly welcomed by Thais and want to visit Thailand many times. This service, which meets the required international standards and is designed to accommodate our future visa service provision, should help support Thai tourism to grow in a sustainable manner in line with the global trends.”, he added.
Mr. Pipit Aneaknithi, KBank President, said that “KBank is pleased to have an opportunity to be a part of the development of the Thai e-Visa project, aimed at offering convenience to international tourists. Our support toward the electronic payment system of the Thai e-Visa service enables it to process cross-border visa fee payments in over 126 currencies through multiple channels, namely credit card, QR Code and internet banking. The Thai e-Visa service debuted in China is intended to facilitate QR Code payments via various platforms, namely Alipay, WeChatPay and UnionPay, thus meeting the lifestyle needs of Chinese tourists, which account for 28 percent of the total number of international tourist arrivals to Thailand. Chinese holidaymakers typically spend up to 65,000 Baht/person in Thailand, thanks to the burgeoning middle class in China. It is projected that that the number of Chinese middle-class population might have risen to over 400 million in 2018. They are digital tourists, who are familiar with using technologies to search for travel information and make payments, as evidenced by the fact that up to 97 percent of Chinese population use the internet via their mobile phones.”
Mr. Chatri added that that the Department of Consular Affairs will introduce a full scale e-visa system that does not require visa stamps or stickers on passports in China in the near future. With this system, visa application results will be emailed to the applicants, making it easier for Chinese tourists to travel to Thailand, plus promoting travel and fostering cordial relations between Thailand and China, going forward.
