EIC ประเมิน GDP ปี2564ขยายตัวที่ 3.8% ตามการฟื้นตัวของเศรษฐกิจโลก มาตรการภาครัฐ และวัคซีน

ธนาคารไทยพาณิชย์ (จำกัด) มหาชนEIC ประเมิน GDP ปี 2563 หดตัวน้อยกว่าคาดที่ -6.5% จากการฟื้นตัวของการบริโภคเอกชนในช่วงไตรมาส 3 ขณะที่ปี 2564 คาดเศรษฐกิจจะขยายตัวที่ 3.8% ตามการฟื้นตัวของเศรษฐกิจโลก มาตรการภาครัฐ และวัคซีน แต่ผลดีของวัคซีนต่อการท่องเที่ยวจะมาช่วงครึ่งหลังของปีเป็นหลัก ขณะที่แผลเป็นทางเศรษฐกิจในตลาดแรงงาน ธุรกิจ SME และหนี้ครัวเรือนจะเป็นตัวฉุดรั้งเศรษฐกิจที่สำคัญ  

เศรษฐกิจโลกมีแนวโน้มชะลอลงในระยะสั้นจากการระบาดรอบใหม่ แต่คาดว่าจะกลับมาขยายตัวอย่างค่อยเป็นค่อยไปในปี 2564 ตามปัจจัยสนับสนุนจากวัคซีน มาตรการกระตุ้น และแผลเป็นทางเศรษฐกิจที่มีแนวโน้มดีขึ้น อย่างไรก็ดี GDP ของเศรษฐกิจหลักส่วนใหญ่ (ยกเว้นจีนซึ่ง GDP เป็นบวกในปี 2563) จะยังไม่กลับไปที่ระดับของปี 2562 ในปีหน้า ในช่วงที่เหลือของปี 2563 จำนวนผู้ติดเชื้อใหม่ที่กลับมาเพิ่มสูงขึ้นส่งผลให้มาตรการปิดเมืองเข้มงวดขึ้นในหลายประเทศและจะกระทบต่อการฟื้นตัวของเศรษฐกิจในระยะสั้น  อย่างไรก็ดี เศรษฐกิจโลกมีแนวโน้มกลับมาขยายตัวในปี 2564 อย่างค่อยเป็นค่อยไปและมีความแตกต่างในรายประเทศและอุตสาหกรรม โดยกลุ่มประเทศพัฒนาแล้ว ซึ่งน่าจะได้รับวัคซีนอย่างแพร่หลายในช่วงครึ่งแรกของปี 2564 จะฟื้นตัวได้เร็วกว่ากลุ่มประเทศกำลังพัฒนา นอกจากนี้ ผลจากรอยแผลเป็นทางเศรษฐกิจของเศรษฐกิจหลักแม้จะยังมีอยู่แต่มีแนวโน้มปรับดีขึ้น สะท้อนได้จากอัตราการว่างงานและการปิดกิจการที่มีแนวโน้มลดลง จากแรงสนับสนุนจากมาตรการกระตุ้นทางการคลังและนโยบายการเงินในระดับที่ผ่อนคลายต่อเนื่อง ขณะที่ประเทศในกลุ่มกำลังพัฒนา

ส่วนใหญ่จะได้รับวัคซีนภายหลังและมีข้อจำกัดมากกว่าในด้านพื้นที่การดำเนินนโยบาย อย่างไรก็ดี ประเทศกำลังพัฒนาที่เป็นฐานการผลิตของสินค้าส่งออกในกลุ่ม IT และกลุ่มสุขภาพอนามัย เช่น จีน และกลุ่มเอเชียตะวันออก จะได้รับประโยชน์จากพฤติกรรมของผู้บริโภค

ที่เปลี่ยนไปทำให้เศรษฐกิจฟื้นตัวได้เร็วกว่า ขณะที่ประเทศที่พึ่งพาการท่องเที่ยวจะฟื้นตัวได้ช้ากว่า ทั้งนี้เศรษฐกิจโลกยังเผชิญกับความเสี่ยงด้านต่ำสำคัญในหลายด้าน ไม่ว่าจะเป็นการระบาดรอบใหม่ การกระจายวัคซีนที่อาจล่าช้าและไม่ทั่วถึง ความขัดแย้งทางการค้าและเทคโนโลยีระหว่างสหรัฐฯ-จีน ที่กระทบต่อการค้า การลงทุน และห่วงโซ่การผลิตอุปทาน และความเสี่ยงด้านภูมิรัฐศาสตร์ในจุดต่าง ๆของโลกจากความเหลื่อมล้ำทางเศรษฐกิจและสังคมที่มีมากขึ้น

สำหรับเศรษฐกิจไทย การฟื้นตัวของการบริโภคภาคเอกชนที่ดีกว่าคาดในช่วงไตรมาส 3/2563 ส่งผลให้ GDP ทั้งปี 2563 มีแนวโน้มหดตัวน้อยกว่าที่เคยคาดไว้ ข้อมูล GDP ล่าสุดในช่วงไตรมาส 3 เศรษฐกิจไทยหดตัวที่ -6.4%YOY ซึ่งเป็นอัตราหดตัวที่น้อยกว่าที่ตลาดคาด เป็นผลจากการฟื้นตัวเร็วกว่าคาดของการบริโภคภาคเอกชนตามปัจจัยชั่วคราวของการมีวันหยุดเพิ่มเติมและมาตรการกระตุ้นของภาครัฐ อย่างไรก็ดี ในไตรมาส 4 EIC คาดว่าเศรษฐกิจไทยจะมีแนวโน้มฟื้นตัวในอัตราที่ชะลอลง จากการกลับมาระบาดของ COVID-19 ในหลายประเทศทั่วโลก ซึ่งอาจกระทบต่อการส่งออกในช่วงปลายปี ขณะที่การระบาดในไทยที่เริ่มมีขึ้นอีกครั้งอาจกระทบต่อความเชื่อมั่นในการใช้จ่ายและการท่องเที่ยวในประเทศในระยะสั้นได้ ทั้งนี้คาดว่าเศรษฐกิจไทยปี 2563 จะหดตัวที่ -6.5% ดีขึ้นจากคาดการณ์ครั้งก่อนที่ -7.8%

สำหรับเศรษฐกิจไทยในปี 2564 คาดว่า จะขยายตัวที่ 3.8% ซึ่งแม้จะกลับมาขยายตัวเป็นบวกจากฐานที่ต่ำ การฟื้นตัวของเศรษฐกิจโลก เม็ดเงินของภาครัฐทั้งจากในงบประมาณและมาตรการกระตุ้นเศรษฐกิจเพิ่มเติม รวมถึงการกระจายวัคซีนในช่วงครึ่งหลังของปี แต่ผลของแผลเป็นทางเศรษฐกิจ (scarring effects) จะยังคงกดดันการฟื้นตัวของอุปสงค์ภาคเอกชน ในส่วนของเม็ดเงินจากภาครัฐ คาดว่าจะมีจำนวนมากกว่าที่เคยคาดการณ์ไว้ โดยเฉพาะการลงทุนภาครัฐที่มีแนวโน้มขยายตัวได้ดีราว 9.8% นอกจากนี้ ยังมีวงเงินเหลือจาก พรก. กู้เงิน 1 ล้านล้านบาท อีกประมาณ 5 แสนล้านที่รัฐสามารถใช้ได้ในปี 2564 ซึ่งล่าสุดรัฐบาลได้ออกมาตรการคนละครึ่งระยะที่ 2 และให้เงินสนับสนุนเพิ่มเติมกับผู้ถือบัตรสวัสดิการ รวมถึงขยายเวลามาตรการเราเที่ยวด้วยกัน ซึ่งเป็นสัญญาณว่ารัฐยังพร้อมใช้มาตรการเพื่อพยุงการฟื้นตัวของเศรษฐกิจต่อเนื่อง ซึ่งจะเป็นผลดีต่อการใช้จ่ายของภาคประชาชน

 สำหรับภาคส่งออกของไทย มีแนวโน้มฟื้นตัวอย่างค่อยเป็นค่อยไป โดยคาดว่าจะขยายตัวที่ 4.7% ตามทิศทางเศรษฐกิจและการค้าโลก อย่างไรก็ดี ปัญหาการขาดแคลนและต้นทุนที่สูงขึ้นของตู้คอนเทนเนอร์โดยเฉพาะในช่วงปลายปีต่อเนื่องถึงช่วงต้นปีหน้า และแนวโน้มค่าเงินบาทที่แข็งขึ้นตามทิศทางการอ่อนค่าของเงินดอลลาร์สหรัฐ จะเป็นปัจจัยกดดันต่อการส่งออกในปีหน้า ขณะที่การค้นพบวัคซีนที่มีประสิทธิภาพสูงจากหลายค่าย รวมทั้งการที่ไทยเป็นผู้ผลิตวัคซีน AstraZeneca จะมีส่วนช่วยสนับสนุนการฟื้นตัวของนักท่องเที่ยวต่างประเทศในช่วงครึ่งหลังของปี โดย EIC คาดว่าประชากรในประเทศพัฒนาแล้วส่วนใหญ่จะได้รับการฉีดวัคซีนอย่างแพร่หลายในช่วงครึ่งแรกของปี 2564 เนื่องจากมีสัญญาซื้อล่วงหน้า ขณะที่ในกรณีประเทศไทย คาดว่าจะเริ่มต้นได้รับวัคซีนที่จองซื้อไว้ในช่วงกลางปีและจะมีการฉีดอย่างแพร่หลายในช่วงครึ่งหลังของปี จึงทำให้คาดว่านักท่องเที่ยวต่างประเทศจะเพิ่มขึ้นอย่างมีนัยในช่วงครึ่งหลังของปี 2564 ซึ่งเป็นช่วงที่ประเทศต้นทางของนักท่องเที่ยวและประเทศปลายทางอย่างไทยได้รับการฉีดวัคซีนอย่างแพร่หลายแล้ว ทั้งนี้คาดว่า จำนวนนักท่องเที่ยวต่างชาติในปีหน้าจะอยู่ประมาณ 8 ล้านคน ซึ่งยังต่ำกว่าตัวเลขปี 2562 ที่เกือบ 40 ล้านคนอยู่มาก

 นอกจากนั้น เศรษฐกิจไทยจะยังคงได้รับปัจจัยกดดันจากแผลเป็นเศรษฐกิจ ซึ่งประกอบไปด้วย 1) ความเปราะบางของตลาดแรงงาน ได้แก่ การว่างงานที่ยังคงอยู่ในระดับสูง การทำงานต่ำระดับที่เพิ่มขึ้นมาก และการที่แรงงานจำนวนมากต้องเปลี่ยนไปทำงานที่มีรายได้น้อยลง 2) การเปิด-ปิดกิจการที่ยังซบเซาต่อเนื่อง และ 3) ปัญหาหนี้ครัวเรือนต่อรายได้ที่เพิ่มสูงขึ้นมาก โดยแผลเป็นทั้ง 3 ล้วนเป็นปัจจัยสำคัญที่เป็นข้อจำกัดต่อการฟื้นตัวของการบริโภคและการลงทุนภาคเอกชนในระยะข้างหน้า ทำให้แม้เศรษฐกิจจะขยายตัวได้ในปีหน้า แต่ยังต้องพึ่งพาการใช้จ่ายของภาครัฐค่อนข้างมาก และระดับ GDP ทั้งปีในปีหน้าก็จะยังต่ำกว่าระดับในปี 2562

ด้านนโยบายการเงิน คาดว่า ธปท. จะคงอัตราดอกเบี้ยนโยบายที่ 0.5% ตลอดปี 2564 รวมทั้งใช้มาตรการเฉพาะจุดร่วมกับหน่วยงานอื่น ๆ เพื่อเพิ่มประสิทธิภาพของการส่งผ่านนโยบายการเงินและสนับสนุนการปรับปรุงโครงสร้างหนี้และการจัดการกับหนี้เสีย ภาวะการเงินโดยรวมของไทยยังคงอยู่ในระดับผ่อนคลายจากการที่ ธปท. คงอัตราดอกเบี้ยนโยบายไว้ที่ระดับต่ำสุดเป็นประวัติการณ์ และใช้มาตรการต่าง ๆ เพื่อเพิ่มสภาพคล่องและลดค่าใช้จ่ายด้านการชำระหนี้ให้แก่ครัวเรือนและธุรกิจที่ได้รับผลกระทบ ในระยะต่อไป EIC คาดว่า ในด้านดอกเบี้ย ธปท. จะคงอัตราดอกเบี้ยนโยบายที่ระดับ 0.5% ตลอดปี 2564 ควบคู่กับการเข้าซื้อพันธบัตรรัฐบาลเมื่อจำเป็น เพื่อดูแลดอกเบี้ยในตลาดการเงินให้อยู่ในระดับต่ำซึ่งจะมีส่วนช่วยสนับสนุนการฟื้นตัวของเศรษฐกิจภายใต้แนวโน้มเงินเฟ้อที่จะยังอยู่ในระดับต่ำ (คาดเงินเฟ้อทั่วไปปี 2564 อยู่ที่ 0.9%)  ขณะที่จะมีการปรับเงื่อนไขของมาตรการ Soft loan และการใช้เครื่องมือการค้ำประกันความเสี่ยงของ บสย. เข้ามาช่วยเพื่อเพิ่มประสิทธิภาพของการส่งผ่านสภาพคล่องไปยังธุรกิจ SME ให้มากขึ้น ตลอดจนการออกมาตรการเพิ่มเติมและปรับกฎเกณฑ์เพื่อสนับสนุนการปรับปรุงโครงสร้างหนี้และการบริหารจัดการหนี้เสียอย่างมีประสิทธิภาพ

 สำหรับค่าเงินบาท EIC คาดว่า มีแนวโน้มแข็งค่าขึ้น โดย ณ สิ้นปี 2564 ค่าเงินบาทจะอยู่ในช่วง 29.5-30.5 บาทต่อดอลลาร์สหรัฐ ส่วนใหญ่เป็นผลจากเงินดอลลาร์สหรัฐที่มีแนวโน้มอ่อนค่าลงตามการฟื้นตัวของเศรษฐกิจโลก ความขัดแย้งทางการค้าที่แม้จะดำเนินต่อไปแต่น่าจะลดความผันผวนลง และการขาดดุลทางการคลังที่มากขึ้นของสหรัฐฯ ส่งผลให้เงินทุนเคลื่อนย้ายมีแนวโน้มไหลเข้าตลาด EM รวมถึงตลาดการเงินไทยมากขึ้นในระยะต่อไป ขณะที่ปัจจัยภายในประเทศที่อาจทำให้ค่าเงินบาทแข็งค่ามากกว่าคู่ค้าคู่แข่งโดยเฉลี่ย คือ การเกินดุลบัญชีเดินสะพัดต่อเนื่องในปี 2564 (คาด 3.0% ของ GDP) เสถียรภาพด้านต่างประเทศของไทยที่ยังแข็งแกร่งจนทำให้เงินบาทถูกมองเป็นสกุลเงินในภูมิภาคที่ปลอดภัย รวมถึงพฤติกรรม home bias ของนักลงทุนไทยที่ลงทุนในต่างประเทศค่อนข้างน้อย ทั้งนี้มาตรการของ ธปท. ในการเปิดเสรีเงินทุนเคลื่อนย้ายขาออกอาจไม่ส่งผลให้ค่าเงินบาทอ่อนลงในระยะสั้นนัก เพราะการลงทุนในหลักทรัพย์ต่างประเทศต้องอาศัยการปฏิรูปเพื่อลดข้อจำกัดในส่วนอื่น ๆ ด้วย เช่น ภาษี กฎเกณฑ์ของหน่วยงานอื่น ๆ การให้ความรู้แก่นักลงทุนรายย่อย และการยกระดับความสามารถของสถาบันตัวกลาง

ทั้งนี้เศรษฐกิจไทยในปี 2564 ยังมีความเสี่ยงด้านต่ำที่สำคัญ ประกอบด้วย 1) การระบาดระลอกใหม่ของ COVID-19 และความล่าช้าในการกระจายวัคซีนในไทยอย่างแพร่หลาย 2) แผลเป็นทางเศรษฐกิจที่อาจส่งผลต่อเสถียรภาพสถาบันการเงินผ่านระดับหนี้เสียที่เพิ่มขึ้น ซึ่งจะกระทบต่อความสามารถในการเข้าถึงเงินทุนของภาคเอกชน 3) ปัญหาเสถียรภาพการเมืองในประเทศ ซึ่งอาจกระทบต่อความเชื่อมั่นในการลงทุน 4) ภัยแล้ง จากระดับน้ำในเขื่อนที่ยังอยู่ต่ำกว่าค่าเฉลี่ยในอดีต และ 5) เงินบาทที่แข็งค่าเร็วกว่าคู่ค้าคู่แข่งซึ่งอาจกระทบต่อการฟื้นตัวของอุปสงค์ต่างประเทศ นอกจากนี้ ในระยะปานกลาง ต้องจับตาจำนวน Zombie Firm (ธุรกิจที่ขาดความสามารถในการทำกำไรเพื่อชำระดอกเบี้ยติดต่อกันเป็นเวลานาน) ที่มีแนวโน้มเพิ่มขึ้นจากวิกฤตในรอบนี้ จากการปรับตัวของธุรกิจที่ไม่ทันต่อการเปลี่ยนแปลงทั้งด้านเทคโนโลยีและพฤติกรรมผู้บริโภค แต่สามารถอยู่รอดได้จากมาตรการช่วยเหลือของภาครัฐ ซึ่งจะทำให้การกระจายทรัพยากรไม่มีประสิทธิภาพ ส่งผลให้ผลิตภาพในการผลิตและศักยภาพการขยายตัวของเศรษฐกิจโดยรวมลดลง

EIC expects 2020F GDP to shrink by -6.5% due to faster-than-expected recovery in private consumption in Q3/20 and 2021F GDP to expand by 3.8% on improving global growth, fiscal stimulus packages, and vaccine progress. However, the vaccine impacts on Thai tourism recovery should be material in the second half of 2021, while scarring effects from labor markets, SME, and Thai households should continue to slowdown private domestic demand.   

Global growth is likely to get worse due to recent COVID-19 resurgences before getting better. The recovery in 2021F is likely to be gradual, supported by vaccine progress, stimulus packages, and less severe scarring effects. However, most key economies’ GDP (except China) in 2021F should remain below their pre-COVID-19 levels in 2019. In late 2020, the COVID-19 resurgences in several countries should result in tightening lockdown measures and hence slow economic recovery in the near-term. Looking forward, global economic recovery in 2021F will likely be gradual and uneven across countries and industries. Developed countries, which are expected to be vaccinated in the first half of the year should recover faster, compared with developing countries. Moreover, the impacts from scarring effects are not as severe as expected, reflected by lower-than-expected unemployment rates and business closures due to massive stimulus packages and very accommodative monetary measures. Meanwhile, developing countries are likely to be vaccinated later than developed countries. In addition, most developing countries also have smaller policy spaces to shore up their recovery. Among developing countries, those with production bases in IT and health care sectors, such as Eastern Asia, should benefit from changing consumer behaviors, resulting in faster recovery, while those with high-reliance on tourism industries should see slower recovery. Key downside risks on global economic recovery include COVID-19 resurgences, delay in vaccine distribution, trade and technology tension between the US and China (affecting trade, investment, and supply chain rearrangement), and geopolitical risks (resulted from rising economic and social inequality).        

On Thai economy, better-than-expected private consumption recovery in Q3/20 should result in smaller-than-expected contraction for 2020F Thai GDP. The Q3/20 Thai GDP fell by -6.4% YOY, supported by faster recovery in private consumption on the back of more holidays and stimulus packages. However, recovery in Q4/20 will likely slowdown somewhat due to COVID-19 resurgences in several countries, including Thailand, which should affect consumer confidence and domestic tourism. As a result, EIC expects 2020F GDP growth to fall by -6.5% (vs -7.8% previously).

Looking forward, EIC expects 2021F Thai economy to grow by 3.8% due to the low base effect, global recovery, fiscal spending and additional stimulus packages as well as COVID-19 vaccine, which is expected to be distributed in the second half of 2021F. However, scarring effects should continue to pressure private domestic demand recovery. Public spending is likely to be a key supportive factor, especially public investment spending, which is expected to grow by 9.8%. In addition, the 1 trillion Emergency Decree still has about THB 500 billion ready to be disbursed in 2021F. Recently, the government also extend and expand some co-pay measures, suggesting their ready stance to continue fiscal policy easing to support private consumption. Thai exports in 2021F is expected to rebound and grow by 4.7% on the back of global economic and trade recovery. However, the severe shortage and hence rising cost on freight containers in late 2020 and early 2021 as well as strong THB due to weakening USD should remain key headwinds for export recovery. The progress in high efficacy rate vaccines, combined with Thailand as a production base for AstraZeneca, should support Thailand’s tourism recovery in H2/21, when both key foreign tourists’ countries and Thailand have been widely vaccinated. On tourist arrival’ forecasts, EIC expects around 8 million foreign tourists in 2021F, which remains significantly lower than the foreign tourist arrivals in 2019 (around 40 million). Meanwhile, with material scarring effects on Thai economy, the effects should continue to pressure the private consumption and investment recovery through 1) fragile labor markets on the back of elevated unemployment, rising underemployment, and income slowdown, 2) bleak business registration and dissolution expected to continue, and 3) rising household debt to income ratio. As a result, public spending should remain a key growth driver and the level of 2021F GDP should remain below the GDP level in 2019.

On monetary policy, EIC expects BOT to keep its policy rate at 0.5% throughout 2021F and ready to cooperate with other public agencies to implement more specific measures to enhance monetary measure’s efficiency and support debt restructuring process. The recent Thai financial condition remains accommodative on the back of the record low policy rate and other measures to increase liquidity and reduce households and businesses’ financing costs. Looking forward, in addtion to the policy rate at 0.5% in 2021F, BOT is likely to stand ready to keep the market interest rate low to support the economic recovery under low inflation environment (0.9% headline inflation in 2021F, expected by EIC). Moreover, BOT is likely to implement more specific measures to enhance liquidity transmission to SMEs and support debt restructuring process and non-performing loan management such as relaxing soft loan measures’ criteria and provide more credit guarantee facilities by working with the Thai Credit Guarantee Corporation (TCG).   

EIC expects strengthening THB pressure to continue with USDTHB forecast in the range 29.5-30.5 at end-2021F,  mainly due to weak USD, resulting from global economic recovery, less volatile global trade tensions, larger US budget deficit, and hence capital inflows to Emerging Markets, including Thailand. Additional pressure will also come from domestic factors, including Thailand’s current account surplus (3.0% of GDP in 2021F), robust external stability, and home bias behaviors by Thai investors. In EIC’s view, recent BOT’s measures to liberalize capital outflows might have limited impacts on THB in the near-term as other constraints in investing in foreign securities, such as tax and other regulations, are still needed to be revised.  

Key downside risks on 2021F Thai economy include 1) COVID-19 resurgences and delay in wide vaccine distribution, 2) worsening scarring effects to impact finanicial stability via rising non-performing loan and hence impact the private sector’s financial access, 3) issues on political stability, which could impact investors’ confidence, 4) severe drought due to low water levels in major dams, and 5) stronger THB, compared with key trading partners, to impact external demand’s recovery.
